Rilpa Bhakyoe Tulku - possibly solved

Rilpa Bhakyoe Tulku is the name of a high Karma Kagyu tulku in or near the Nagchu district who successfully escaped "when the times changed" around 1959/1960. I have not yet been able to decipher this name. Any clues?

FB user Michael Lok has offered a spelling of སྐྱབས་རྗེ་རི་པ་བྷ་ཀྱོ་རིན་པོ་ཆེ། which seems the best bet yet.
