Lavar Sing in Orissa - where is it? Solved!

My text says that there was or is a Tibetan Refugee settlement in Orissa State known as Lavar Sing. I haven't identified it, and don't even know what language it's in.

If Tibetan, the "Sing" could be "Ling" - some of the direct Tibetan words in this text are, shall we say, fuzzy, and Ling could easily be the second part of a place name.

Or it could be a local name - in Odia?
